According to <a href="https://speechfirst.org/bias-reporting-systems/" target="_blank" rel="noopener">SpeechFirst</a>, students are “encouraged to report ‘bias incidents’ to these boards (or teams) in the name of inclusion and tolerance, but it’s often unclear what the school considers ‘bias’ in the first place. Overly broad or vague definitions of bias put all kinds of speech at risk of being reported – even unpopular speech which is protected by the First Amendment.”

Denied Turning Point USA Chapter

Central Connecticut State University receives a “D” grade for In-State Tuition for Illegal Immigrants. According to <a href="https://www.ccsu.edu/undocumented-students">the university</a>, &#8220;In 2015, undocumented students were granted the ability to qualify for in-state tuition at the State&#8217;s public institutions of higher education when the Connecticut General Assembly passed <a href="https://www.cga.ct.gov/asp/cgabillstatus/cgabillstatus.asp?selBillType=Bill&amp;bill_num=6844&amp;which_year=2015">House Bill 6844</a>. To qualify, students must demonstrate the following:
<ul>
<li>The student is a resident of Connecticut.</li>
<li>The student has attended a minimum of 2 years of high school in Connecticut</li>
<li>The student has graduated (or received the equivalent of a high school diploma) from a Connecticut high school</li>
<li>The student is registered or enrolled at a public institution of higher education in Connecticut</li>
<li>The student has filed an affidavit stating that they have filed an application to legalize their immigration status, or will file such an application as soon as they are eligible to do so.&#8221;</li>
</ul>
Similarly, the university states the following: &#8220;Connecticut enacted a new state law in 2018 (<a href="https://www.cga.ct.gov/2018/ACT/pa/pdf/2018PA-00002-R00SB-00004-PA.pdf">PA 18-2</a>) that makes undocumented students eligible for institutional financial aid. To qualify, students must meet certain age, residency, and criminal history requirements and provide an affidavit stating their intent to legalize their immigration status when they are eligible to do so.&#8221;

Central Connecticut State University receives a “B” grade for Protests and Canceling Speakers. Since 2021, the university has had two incidents. In November 2022, students <a href="https://www.nbcconnecticut.com/news/local/controversial-documentary-what-is-a-woman-draws-protest-at-ccsu/2918555/">protested</a> the screening of the film &#8220;What is a Woman?&#8221; hosted by the campus&#8217;s Turning Point USA chapter.
In March 2023, students <a href="https://www.thecollegefix.com/rowdy-student-protest-shuts-down-screening-of-anti-blm-greatest-lie-ever-sold-documentary/">protested</a> a screening of &#8220;The Greatest Lie Ever Sold: George Floyd and the Rise of BLM.&#8221; Approximately 30 students stood outside the screening room, banged drums, and chanted &#8220;Hate Speech is Not Free Speech.&#8221; Inside, protesters shouted and stormed the stage. The event was eventually shut down.

Protests and Canceling Speakers

Central Connecticut State University receives a “C” grade for Mask and Vaccine Mandates. <a href="https://www.ccsu.edu/covid-information/covid-information">The university</a> encourages students to receive the COVID-19 vaccine; however, it is not required. According to the university&#8217;s COVID Information page, &#8220;COVID-19 vaccines available in the United States are effective at protecting people from getting seriously ill, being hospitalized, and dying. As with other diseases, you are protected best from COVID-19 when you stay up to date with the recommended vaccines, including recommended boosters. CCSU will be partnering with the Department of Public Health and Griffin Health to provide free COVID-19 Vaccination Clinics throughout the semester open to Faculty, Staff, Students, Family and Friends 12 and up.&#8221;
<a href="https://www.ccsu.edu/covid">The university</a> also encourages students to mask if exposed to COVID-19. &#8220;As soon as you find out you were exposed, wear a mask. A high-quality mask (KN-95/N95) is recommended by the CDC, but other masks may be used if they provide a two-ply fabric barrier.

<li>During the 10-day period, the mask should be worn any time you are around others inside your home, in a residence hall, in an academic building, or any public indoor setting.</li>
<li>Masks are not required when outdoors in a general setting.</li>
<li>Do not go places where you are unable to wear a mask, including travel and public transportation settings.&#8221;</li>

While campus safety is of utmost importance, it is also pertinent to consider the crime rates of the surrounding town or city as students often tend to venture off campus, especially after their freshman year.

However, there are courses related to Western Civilization listed within the university&#8217;s required <a href="https://ccsu.smartcatalogiq.com/en/current/undergraduate-graduate-catalog/undergraduate-general-education-program/study-area-i-arts-and-humanities/">Arts and Humanities</a> course category. After a Bernie Sanders supporter shot Republican Congressman Steve Scalise, Duquette tried to place some of the blame on Donald Trump. He said, &#8220;Donald Trump is corrupt, dishonest, and stupid. Intellectually feeble and mentally unstable people drawn to political extremism have and will be inspired or driven by Trump and trumpism to say and do horrible things. Yesterday, a left-wing extremist was driven by Trump and trumpism to try to kill people.&#8221;

Toro&#8217;s university biography</a>, she is the first female and first Hispanic President of Central Connecticut State University (CCSU). In a Central Focus newsletter titled &#8220;<a href="https://www2.ccsu.edu/centralfocus/?article=112" target="_blank" rel="noopener">In Her First 100 Days, President Toro Opens New Doors</a>,&#8221; Toro stated her top priorities are &#8220;increasing enrollment, becom[ing] a real community-engaged university, and diversifying sources of funding.&#8221;
Toro stands accused on multiple accounts of alleged bullying and verbal abuse toward university stakeholders. In 2019, the <a href="https://www.courant.com/politics/hc-pol-mirror-ccsu-public-shaming-20191023-r7dgafyqrncrrn6ak7f7xjg7gy-story.html" target="_blank" rel="noopener">Hartford Courant reported</a>, &#8220;The leader of [CCSU]&#8217;s faculty union said the release of decades-worth of investigations into sexual misconduct allegations by President Toro &#8216;was an attempted to threaten and intimidate faculty members.'&#8221; The Hartford said, &#8220;Toro defended her decision and shot back at the union, saying its statement &#8217;empowers the offenders and that culture of bullying and the culture of intimidation and harassment.'&#8221;
On October 6, 2022, <a href="https://insideinvestigator.org/wp-content/uploads/2022/10/Bigelow-Email.pdf" target="_blank" rel="noopener">a CCSU employee leaked a message</a> from Institutional Advancement president Lisa Bigelow. In the email, Bigelow said she &#8220;initially tried to resolve the matter [of bullying] by reporting the behavior in violation of the Board of Regents Code of Conduct. Feeling there was no internal safe haven [to] report violations.&#8221;
On November 18, President Toro sent a campus-wide message in response to <a href="https://www.darientimes.com/news/article/Central-Connecticut-CCSU-transphobic-Turning-Point-17592589.php" target="_blank" rel="noopener">protests against CCSU&#8217;s Turning Point chapter</a>. In 2019, the <a href="https://www.courant.com/politics/hc-pol-mirror-ccsu-public-shaming-20191023-r7dgafyqrncrrn6ak7f7xjg7gy-story.html" target="_blank" rel="noopener">Hartford Courant reported</a>, "The leader of [CCSU]'s faculty union said the release of decades-worth of investigations into sexual misconduct allegations by President Toro 'was an attempted to threaten and intimidate faculty members.'" The Hartford said, "Toro defended her decision and shot back at the union, saying its statement 'empowers the offenders and that culture of bullying and the culture of intimidation and harassment.'"

On October 6, 2022, <a href="https://insideinvestigator.org/wp-content/uploads/2022/10/Bigelow-Email.pdf" target="_blank" rel="noopener">a CCSU employee leaked a message</a> from Institutional Advancement president Lisa Bigelow. In the email, Bigelow said she "initially tried to resolve the matter [of bullying] by reporting the behavior in violation of the Board of Regents Code of Conduct. Feeling there was no internal safe haven [to] report violations."

On November 18, President Toro sent a campus-wide message in response to <a href="https://www.darientimes.com/news/article/Central-Connecticut-CCSU-transphobic-Turning-Point-17592589.php" target="_blank" rel="noopener">protests against CCSU's Turning Point chapter</a>. A CCSU insider shared the email with Turning Point USA's Professor Watchlist  (<a href="https://acrobat.adobe.com/id/urn%3Aaaid%3Asc%3AVA6C2%3A7ed50605-a8fa-4539-854e-edef001e7d3b/?pdfnow%21verb=createpdf&amp;x_api_client_id=adobe_com&amp;x_api_client_location=createpdf&amp;filetype=application%2Fpdf&amp;viewer%21megaVerb=group-discover" target="_blank" rel="noopener">click here</a> to enlarge image):
