Overly broad or vague definitions of bias put all kinds of speech at risk of being reported – even unpopular speech which is protected by the First Amendment.”

According to <a href="https://sites.ed.gov/foreigngifts/" target="_blank" rel="noopener">College Foreign Gift Reporting</a>, the total amount of foreign funding the university has received is $2,144.16 per current undergraduate student. Oftentimes, foreign parties will convey their influence by funding certain courses, activities, professors, and organizations on campus. In certain cases, universities must abide by restrictions dictated by foreign parties to receive funding. In addition, there have been <a href="https://www.wsj.com/articles/top-universities-took-billions-in-unreported-foreign-funds-u-s-finds-11603226953" target="_blank" rel="noopener">reports</a> that claim that universities underreport foreign funding. The College of William &amp; Mary receives an “A-” grade for Crime Rates in University City or Town. According to the <a href="https://ucr.fbi.gov/crime-in-the-u.s/2018/crime-in-the-u.s.-2018" target="_blank" rel="noopener">Federal Bureau of Investigation</a>, the Williamsburg, Virginia violent crime rate was 131.66 per 100,000 people in 2018, much lower than the 2018 national average of 380.56 per 100,000 people. While campus safety is of utmost importance, it is also pertinent to consider the crime rates of the surrounding town or city as students often tend to venture off campus, especially after their freshman year.

The College of William &amp; Mary receives a “C” grade for Required Western Civilization Courses for Students. While the <a href="https://www.wm.edu/admission/undergraduateadmission/how-to-apply/transfers/vccs_students/vccscoursesfulfillingcoll/index.php" target="_blank" rel="noopener">university</a> does not have a required Western Civilization course or category of courses, there are options to take Western Civilization courses to fulfill the College Curriculum&#8217;s Culture, Society, Individual category. These courses include:

<a href="https://www.wm.edu/sites/dhp/faculty/ciccariello-maher-george.php">Dr. George Ciccariello-Maher</a> is a Visiting Scholar of Decolonizing Humanities and Modern Languages and Literatures at the College of William and Mary. He previously taught in the Department of History and Politics at Drexel University.
From the College of William and Mary&#8217;s website, his work at the Decolonizing Humanities Project is <a href="https://www.wm.edu/sites/dhp/decoloniality/index.php">described</a> as exploring, “how colonization, modernity, capitalism, and, most recently, neoliberalism has displaced an array of modes of living, thinking and being.  Decoloniality reveals “the dark side of modernity” and how it is built “on the backs” of “others.”
Ciccarello first came to notoriety for his racially inflammatory statements on twitter. On Christmas of 2016, he <a href="https://www.inquirer.com/philly/news/Drexel-officials-Professor-George-Ciccariello-Mahers-White-Genocide-tweet-was-utterly-reprehensible.html">tweeted</a> out,
“All I want for Christmas is White Genocide,”
and,
“To clarify: when the whites were massacred during the Haitian Revolution, that was a  good thing indeed.”
He also tweeted out,
“Some guy gave up his first-class seat for a uniformed soldier. People are thanking him. I’m trying not to vomit or yell about Mosul.”
When Ciccariello was confronted by <a href="https://www.youtube.com/watch?v=ndkvgmGIQHQ">Tucker Carlson</a> over his tweets, he only proceeded to double-down. In the following exchange, he defended the academic veracity of his tweets by claiming, “performance art is scholarship.”
Ciccariello doesn’t shy away from utilizing violence to accomplish his radical beliefs. In an op-ed for <a href="https://www.salon.com/2015/05/04/riots_work_wolf_blitzer_and_the_washington_post_completely_missed_the_real_lesson_from_baltimore/">Salon</a>, he praised the riots that had engulfed Baltimore in 2015 in an article titled “Riots Work.” He wrote, “without the threat of insurgency in the streets, no charges would ever have been brought in the murder of Freddie Gray.” Obviously not a proponent of police, Ciccariello openly <a href="https://www.salon.com/2015/04/24/we_must_disband_the_police_body_cameras_arent_enough_only_radical_change_will_stop_cops_who_kill/">advocates</a> for the abolishment of police forces, describing them as, “originally slavecatchers.”
When not calling for the disbandment of our law enforcement, Ciccariello is an ardent defender of the socialist regime in Venezuela. He regularly <a href="https://www.counterpunch.org/2013/04/12/thatcher-is-dead-long-live-chavez/">praises</a> Hugo Chavez and has bizarrely <a href="https://www.youtube.com/watch?v=nhYz1owM-uA&amp;feature=youtu.be">claimed</a> that Venezuela does not have corrupt elections.

Although committed by a stated white nationalist, in the same interview Ciccariello placed the blame on Donald Trump for the deaths, claiming that his rhetoric on immigrants inspired the shooter’s rampage.  Ciccariello made similar accusations in a prior <a href="https://www.youtube.com/watch?v=WTv_hqjrmi8&amp;feature=youtu.be">interview</a> about the Texas Church Massacre, alluding that “whiteness” and Trump’s stoking of white victimhood was to blame for the murders.

China is the greatest existential threat that the United States currently faces. Through military, governmental, and financial fronts, the authoritarian Chinese government seeks to supplant the United States as the world’s sole superpower. None of their tactics may be more perfidious than the placement of Confucius Institutes on campuses across the country. Currently, Confucius Institutes operate at American universities, high schools, and even elementary schools, serving as focal points of China’s espionage against our country. China has spent hundreds of millions of dollars to indoctrinate students with state-sponsored, communist propaganda, matched by university funds that are enabled by your hard-earned tax dollars.

<a href="https://www.wm.edu/as/americanstudies/graduate/graddirectory/smoot_k.php" target="_blank" rel="noopener">Kelsey Smoot</a> is a PH.D. Candidate in American Studies at the College of William &amp; Mary in Virginia.
In June 2020, Smoot penned an article for <a href="https://www.theguardian.com/commentisfree/2020/jun/29/white-people-ally-black-people-sacrifice" target="_blank" rel="noopener">The Guardian</a> titled, “White people say they want to be an ally to Black people. But are they ready for sacrifice?” In the piece, she argues that white Americans are unwilling to change any of their behaviors or attitudes in a way that would benefit black people. 
The piece was written in the midst of nationwide riots following George Floyd&#8217;s death. While acknowledging that many of her white friends reached out to offer money and protect her “energy and emotional labor,” Smoot still accuses whites of silence, and therefore compliance, regarding white supremacy: 
“Unfortunately, good deeds will not dismantle systemic oppression. White kindness was unable to spare the lives of George Floyd, Breonna Taylor, nor any of the countless other victims of White supremacy in our nation’s history.”
If whites wanted to perform true anti-racist work, Smoot argues, they should be willing to sacrifice future pay raises and close friendships for people of color: 
“Real allyship enacted by White Americans, with a clear objective to make equitable the lived experiences of individuals across racial lines, means a willingness to lose things….Refusing a pay raise at one’s job and insisting that it be reallocated to co-workers of color who are undoubtedly being underpaid. The loss of potentially every close relationship with other White friends and family members who refuse to acknowledge or amend their behaviors that reinforce systemic oppression.”
Smoot concludes that white people will never be willing to sacrifice their privilege, so all she can do is “prepare for another day of navigating White America.”
In another article written from that summer, Smoot <a href="https://www.theguardian.com/commentisfree/2020/jul/04/juneteenth-not-the-fourth-of-july-was-the-real-independence-day">announces that she will no longer celebrate the Fourth of July</a>, as it represents an “exclusionary nationalist narrative.” Smoot writes that in adulthood, the idea of the holiday became “untenable” once she learned of America’s oppressive history:
“But as I moved into adulthood, learned the expansive and ongoing history of American imperialism, experienced blatant racism, homophobia, and transphobia, and internalized that my ancestors were held in bondage and considered chattel far beyond the date and year that I was supposed to consider the demarcation of American “freedom”, the idea of celebrating the holiday became untenable.”
Smoot further writes that she cannot celebrate America’s birth as she may be martyred in its current climate:
“In this current climate, as a Black American who is also queer and trans* identified, there is not a day that goes by when I don’t feel fear….I fear that my name might become a hashtag – my death made a viral internet sensation by onlookers recording my final breaths, as my life is taken by someone who swore to serve and protect me.” 
Smoot—<a href="https://queerinsomniac.me/" target="_blank" rel="noopener">who identifies as a “Black, queer, trans-masculine, and non-binary writer</a>”—has even shunned close family members and friends who incorrectly used her pronouns (they-them). In an article written for <a href="https://www.huffpost.com/entry/misgendering-they-them-pronouns-nonbinary_n_6269a65de4b01131b11e407e">HuffPost</a>, Smoot states that she is becoming increasingly intolerant of anyone mistakenly misgendering him, claiming that refusing to do so nullifies her identity. Acknowledging that she will lose the people closest to him, Smoot concludes this is still the proper course of action as “trans and nonbinary people are worth the effort.”
According to her biography, Smoot&#8217;s research interests encompass “queer studies, race/racism, cultural studies, and social movements.” Smoot further blogs and writes poetry on her personal site, <a href="https://queerinsomniac.me/blog" target="_blank" rel="noopener">The Queer Insomniac’s Musings</a>.

<a href="https://www.wm.edu/sites/dhp/faculty/sheehi-s.php" target="_blank" rel="noopener">Stephen Sheehi</a> is the Sultan Qaboos Eminent Professor of Middle East Studies at the College of William &amp; Mary. Dr. Sheehi also serves as the Faculty Director of the “Decolonizing Humanities Project.”
Although his position falls under the Humanities Department, the <a href="https://www.wm.edu/sites/dhp/index.php" target="_blank" rel="noopener">official site for the project</a> states the field should not have to justify its “economic or practical values in higher education.” Rather, Sheehi argues that humanities are used for “tooling” students to participate in “irredeemable,” racist systems that perpetuate inequality: 
“The Decolonizing Humanities Project understands that the Humanities are structured by and complicit with the legacies of racism, sexism, patriarchy, settler-colonialism and colonialism.” 
Sheehi then accuses America of being built on land stolen from Native Americans.  The university, he claims, likewise continues to benefit from the labor of “kidnapped and enslaved Africans:”
“Decolonizing Humanities Project seeks to dismantle forms of settler-colonialism and racism, with special attention to anti-black and anti-indigenous racism, and how they continue to structure our lives in the university, Virginia, and the settler-colonial state now known as the United States.“
Sheehi states that higher education further perpetuates racial capitalism in the “settler colonial state known as the United States.” He vows to dismantle settler colonialism and capitalism through a process known as “decoloniality.” 
Under the tab, “<a href="https://www.wm.edu/sites/dhp/decoloniality/index.php" target="_blank" rel="noopener">What is Decoloniality?</a>” Sheehi defines it as the study of the “matrix” of power and oppression created by colonialism. He then claims that colonialism’s effects can still be felt today as modern society was “built on the backs of others.” 
Decoloniality reveals &#8220;the dark side of modernity&#8221; and how it is built &#8220;on the backs&#8221; of &#8220;others,&#8221; others that modernity racializes, erases, and/or objectifies. 
Continuing:
“(Decolonialism is) a way to explore colonization, settler-colonialism, racial capitalism (particularly as it grew out, in full racializing force,  with the enslavement of black Africans), modernity, and, most recently, neoliberalism and necrocapitalism and the ways in which they have displaced an array of modes of living, thinking and being in our natural world.”
Dr. Sheehi concludes by calling for the disruption of “settler-colonial logic” and decentering of “hetero-cisnormativity, gender hierarchies, and racial privilege.”

The signatories&#8217; list of political declarations includes:
