Coppin State University is a public historically black university in Baltimore, Maryland. It has more than 50 student groups on campus to choose from. Coppin State University receives a “D” grade for In-State Tuition for Illegal Immigrants. The <a href="https://www.coppin.edu/tuition-and-aid/how-residency-decides-tuition#section-16044" target="_blank" rel="noopener">university</a> says, &#8220;DACA students can temporarily qualify for in-state tuition if they submit the approval notification of their Deferred Action status (I-797, notice of action) AND the Maryland Residency Form to the Office of Admissions by the first day of classes of their intended entry term.&#8221;
Students can also qualify through the Maryland Dream Act, a tuition exemption for eligible Maryland high school graduates. The university writes, &#8220;The Dream Act qualifies any student, other than a non-immigrant alien, within the meaning of 8 U.S.C.- 1101(A)(15), who meets all of the requirements listed on the form, for in-state tuition at all public colleges and universities in Maryland. To be eligible, the student must submit the USM Tuition Exemption Request form and provide the required supporting documentation.&#8221;

According to the <a href="https://ucr.fbi.gov/crime-in-the-u.s/2018/crime-in-the-u.s.-2018" target="_blank" rel="noopener">Federal Bureau of Investigation</a>, the Baltimore, Maryland violent crime rate was 1,833.39 per 100,000 people in 2018, much higher than the 2018 national average of 380.56 per 100,000 people.
