Overly broad or vague definitions of bias put all kinds of speech at risk of being reported – even unpopular speech which is protected by the First Amendment.”

Georgetown University receives an “A+” grade for the Ratio of Right-Leaning Clubs to Left-Leaning Clubs. Out of a list of 20 clubs (10 from each side), <a href="https://georgetown.campusgroups.com/club_signup?group_type=&amp;search=&amp;category_tags=&amp;order=name_asc" target="_blank" rel="noopener">the university</a> has six right-leaning clubs compared to two left-leaning clubs. Turning Point USA, The Federalist Society, Network of Enlightened Women, Georgetown Israel Alliance, Conservative and Libertarian Student Association, and Georgetown Law Advocates for Life are the six right-leaning clubs. Georgetown University receives an &#8220;F&#8221; grade for the Amount of Foreign Funding Received. According to <a href="https://sites.ed.gov/foreigngifts/" target="_blank" rel="noopener">College Foreign Gift Reporting</a>, the total amount of foreign funding the university has received is $147,878.01 per current undergraduate student. Oftentimes, foreign parties will convey their influence by funding certain courses, activities, professors, and organizations on campus. In certain cases, universities must abide by restrictions dictated by foreign parties to receive funding. In addition, there have been <a href="https://www.wsj.com/articles/top-universities-took-billions-in-unreported-foreign-funds-u-s-finds-11603226953" target="_blank" rel="noopener">reports</a> that claim that universities underreport foreign funding. Segregated Dormitories, Graduations, and Classes

Georgetown University receives a “C-” grade for Protests and Canceling Speakers. Since 2021, the university has had seven incidents.
<ul>
<li>In February 2022, Georgetown University suspended Law Professor Ilya Shapiro for criticizing Joe Biden&#8217;s promise to nominate a black woman to the supreme court. <a href="https://reason.com/2022/02/01/georgetown-suspends-ilya-shapiro-student-protesters-demand-place-to-cry/" target="_blank" rel="noopener">Protestors</a> held a sit-in at the university&#8217;s law center and demanded they be provided a space to cry.</li>
<li>In April 2022, a mob of people <a href="https://www.campusreform.org/article?id=19454" target="_blank" rel="noopener">protested</a> the Catholic student group, TFP (Tradition, Family, Property) Student Action, by &#8220;twerking, spitting, and cursing&#8221; at them.</li>
<li>In October 2022, dozens of students held a walk-out <a href="https://www.campusreform.org/article?id=20447" target="_blank" rel="noopener">protest</a> of Vice President Mike Pence&#8217;s speech. In addition, many of them remained in the amphitheater and held banners and LGBTQ+ themed posters.</li>
<li>In November 2022, marxist activists <a href="https://campusreform.org/article?id=20577" target="_blank" rel="noopener">defaced</a> numerous anti-communist displays on campus.</li>
<li>In January 2023, there was a large <a href="https://georgetownvoice.com/2023/01/22/hyas-for-choice-protest-oconnor-conference-2023/" target="_blank" rel="noopener">protest</a> against the 24th Cardinal O&#8217;Connor Conference, which is the largest student-run anti-abortion conference in the U.S. There were over 100 demonstrators organized by the student organization, H*yas for Choice.</li>
<li>In January 2023, Georgetown police <a href="https://georgetownvoice.com/2023/01/25/gupd-removes-pro-gun-group-from-red-square-after-mfol/" target="_blank" rel="noopener">removed</a> two students from Young Americans for Liberty who were tabling to advocate for gun rights. A counter-protest further developed before they were removed.</li>
<li>In April 2023, demonstrators <a href="https://www.christianpost.com/news/how-georgetown-students-responded-to-pro-life-speakers-on-campus.html?page=1" target="_blank" rel="noopener">protested</a> against the President of Students for Life, Kristan Hawkins, yelling at her to get off campus.</li>

Protests and Canceling Speakers

Georgetown University receives a &#8220;C&#8221; grade for Boycotting, Divesting, and Sanctioning Israel (BDS). According to the <a href="https://www.jewishvirtuallibrary.org/campus-divestment-resolutions#21" target="_blank" rel="noopener">Jewish Virtual Library</a>, since the 2013-14 school year, the university&#8217;s student body has introduced one piece of legislation that would require the university to divest from any Israeli company and from companies that do business with Israel. The piece of legislation failed.
Although the piece of legislation failed, introducing this type of legislation often puts a target on Jewish and pro-Israel students and communities, fostering an environment vulnerable to antisemitism.

Boycotting, Divesting, and Sanctioning Israel

Georgetown University receives a &#8220;C-&#8221; grade for Protests and Canceling Speakers. Since 2021, there have been seven different instances of students protesting and canceling speakers.

<li>In <a href="https://reason.com/2022/02/01/georgetown-suspends-ilya-shapiro-student-protesters-demand-place-to-cry/" target="_blank" rel="noopener">February 2022</a>, Georgetown University suspended Law Professor Ilya Shapiro for criticizing Joe Biden&#8217;s promise to nominate a black woman to the supreme court. Protesters held a &#8220;sit-in&#8221; at the university&#8217;s law center and demanded they be &#8220;provided a space to cry.&#8221;</li>
<li>In <a href="https://www.campusreform.org/article?id=19454" target="_blank" rel="noopener">April 2022</a>, a group of students protested a Catholic club called TFP Student Action. Protesters screamed, cursed, and blasted loud music in an attempt to shut down the club.</li>
<li>In <a href="https://www.campusreform.org/article?id=20447" target="_blank" rel="noopener">October 2022</a>, students yelled, waived banners, and performed a walk-out during a lecture featuring former Vice President, Mike Pence.</li>
<li>In <a href="https://campusreform.org/article?id=20577">November 2022</a>, protesters defaced an anti-communist display on campus, forcing the displays to be taken down.</li>
<li>In <a href="https://georgetownvoice.com/2023/01/22/hyas-for-choice-protest-oconnor-conference-2023/" target="_blank" rel="noopener">January 2023</a>, students protested an annually held Pro-Life conference and by calling the attendees anti-LGBTQ, racist, and sexist.</li>
<li>In <a href="https://georgetownvoice.com/2023/01/25/gupd-removes-pro-gun-group-from-red-square-after-mfol/" target="_blank" rel="noopener">January 2023</a>, Georgetown police removed two men from Young Americans for Liberty who were tabling to advocate for gun rights. A counterprotest developed before they were removed.</li>
<li>In <a href="https://www.christianpost.com/news/how-georgetown-students-responded-to-pro-life-speakers-on-campus.html?page=1" target="_blank" rel="noopener">April 2023</a>, Students for Life of America and the club president, Kristan Hawkins, were protested while holding a tabling event. The demonstrators repeatedly called for Hawkins to leave our campus.</li>

According to the <a href="https://ucr.fbi.gov/crime-in-the-u.s/2018/crime-in-the-u.s.-2018" target="_blank" rel="noopener">Federal Bureau of Investigation</a>, the Washington, D.C. violent crime rate was 941.41 per 100,000 people in 2018, much higher than the 2018 national average of 380.56 per 100,000 people. While campus safety is of utmost importance, it is also pertinent to consider the crime rates of the surrounding town or city as students often tend to venture off campus, especially after their freshman year.

<a href="https://gufaculty360.georgetown.edu/s/contact/00336000014Re4cAAC/christine-fair" target="_blank" rel="noopener">Christine Fair</a> is an Associate Professor in the Security Studies Program at Georgetown University. 
Fair was the subject of a <a href="https://drive.google.com/file/d/0B7dAQe1s5ZVka3hXLURodG1WQkU/view" target="_blank" rel="noopener">complaint</a> filed by a colleague for “harassment, abuse, hate, and cyberbullying.”  After <a href="https://www.dailymail.co.uk/news/article-4069936/Georgetown-prof-C-Christine-Fair-went-meltdown-Muslim-ex-colleague-Asra-Q-Nomani-admitted-voting-Donald-Trump.html" target="_blank" rel="noopener">Asra Nomani</a>, who is Muslim, said she voted for Trump because of her problems with Obamacare, Fair went on a month-long rant against Nomani, including calling her various insulting names in her native Urdu, claiming Nomani had “pimped” herself out, as well as saying &#8220;F*** you.&#8221;
Fair is also known for her vulgar and carnal tweets directed at conservatives. During the confirmation of Supreme Court Justice Brett Kavanaugh in the fall of 2018, Fair <a href="https://www.campusreform.org/?ID=11369" target="_blank" rel="noopener">launched</a> into a racially tinged tirade on her <a href="https://twitter.com/CChristineFair?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Eauthor" target="_blank" rel="noopener">Twitter</a> account, accusing Republicans of enabling a rapist and calling for their castration in a series of tweets, 
<ul>
<li style="font-weight: 400;">“Look at thus(sic) chorus of entitled white men justifying a serial rapist’s arrogant entitlement.&#8221;</li>
<li style="font-weight: 400;">”all of them deserve miserable deaths while feminists laugh as they take their last gasps.&#8221;</li>
<li style="font-weight: 400;">“Bonus: we castrate their corpse and feed them to swine? Yes.”</li>
</ul>
ANTI-LAW ENFORCEMENT
In 2018, Fair was <a href="https://thehoya.com/news/georgetown-professor-accused-calling-german-officer-nazi/" target="_blank" rel="noopener">featured in The Hoya article </a>“Georgetown Professor Accused of Calling German Officer a ‘Nazi.’” 
The publication explained, “The alleged confrontation occurred after an airport security agent pulled Fair aside and summoned a German police officer, as required by law after an X-ray machine at a security checkpoint indicated her luggage might contain explosives.”
It turns out the substances found in Fair’s bags — cosmetics and roll-on deodorant — had exceeded the amount permitted by law enforcement. The Hoya said, “After the police suggested Fair store a roll-on deodorant in her carry-on bag, the police report states Fair reacted aggressively and called the police ‘f–king bastards’ and ‘f–king Nazi police.’”
The Hoya recorded Fair’s response:
“‘The whole thing was a straight-up shakedown. At the end of the day, this officer just did not want a customer service complaint. If I were a white guy, this wouldn’t be happening to me. For example, the cop called me a hippie. Why am I of all people derided as a hippie?’”
Despite corroborating witness statements cited in the police report — as well as accusations that Fair said another passenger had a “Hitler Youth haircut” — Fair denied all allegations. 
After being detained by German police, the report said Fair was fined $260 in legal fees.

Despite corroborating witness statements cited in the police report — as well as accusations that Fair said another passenger had a “Hitler Youth haircut” — Fair denied all allegations. 

After being detained by German police, the report said Fair was fined $260 in legal fees.

Strzok—a former counterintelligence agent with the FBI—was known for his lead role in the investigation of Russian interference in the 2016 election and former National Security Advisor Michael Flynn.
<a href="https://www.washingtonexaminer.com/news/declassified-trump-russia-launch-document-authored-by-strzok-and-investigated-by-durham">Strzok launched a counterintelligence operation</a> and obtained multiple warrants to spy on individuals connected to the Trump campaign to determine if the candidate was illegally cultivating ties with Russia. Code-named Operation Crossfire Hurricane, the FBI’s investigation heavily relied on information provided by former British intelligence agent Christopher Steele.
Steele had compiled a series of lurid allegations against then-candidate Trump, alleging liabilities to the Kremlin would allow him to be blackmailed by Russia. Referred to as the Steele Dossier, it was <a href="https://www.washingtonpost.com/world/national-security/clinton-campaign-dnc-paid-for-research-that-led-to-russia-dossier/2017/10/24/226fabf0-b8e4-11e7-a908-a3470754bbb9_story.html?tid=ss_tw&amp;utm_term=.be21b9cb9402">initially paid for by the Hillary Clinton campaign</a> before being <a href="https://www.washingtonexaminer.com/news/doj-inspector-general-slams-bruce-ohr-for-consequential-errors-in-judgment">ferried by Bruce Ohr</a> of the Justice Department to the FBI. The Obama Administration was <a href="https://www.nationalreview.com/news/dni-releases-cia-documents-on-hillary-clintons-plan-to-tie-trump-campaign-to-russia-to-distract-from-email-scandal/">briefed by CIA director John Brennan</a> about Clinton&#8217;s attempt to use the dossier as an effort to tie the Trump campaign to Russia. The FBI used Steele as an informant to obtain FISA warrants against campaign surrogates George Papadopoulos and Carter Page.

Mr. <a href="https://gufaculty360.georgetown.edu/s/contact/0031Q00002Ad6npQAB/josh-ruebner">Josh Ruebner</a> is an adjunct faculty member in the <a href="https://justiceandpeace.georgetown.edu/">Program on Justice and Peace</a> at Georgetown University. According to Georgetown&#8217;s website, the goal of the Justice and Peace Program is to produce “practically useful scholarships on how to create a more just and peaceful world.” In addition to his teaching roles, Ruebner is a Managing Director for the organization <a href="https://www.ampalestine.org/about-amp/staff">American Muslims for Palestine (AMP)</a>.
Mr. Ruebner has served in the Congressional Research Service (CRS), which provides policy analysis on behalf of committees in both the United States House of Representatives and the United States Senate. As a member of the CRS, Mr. Ruebner co-authored <a href="https://digital.library.unt.edu/ark:/67531/metacrs1535/m1/1/high_res_d/RL30713_2001Jan05.pdf">The Current Palestinian Uprising: Al-Aqsa Intifadah</a>, in which he accuses Israel of disproportionate use of force against Palestinians. Ruebner has also <a href="https://joshruebner.com/jewish-anti-occupation-group-lobbies-u-s/">sponsored</a> congressional staff members on a trip to the West Bank to advocate cutting off economic aid to Israel.
In 2018, Mr. Ruebner authored a book titled <a href="https://www.interlinkbooks.com/product/israel/">Israel: Democracy or Apartheid State?</a> In an event for the book’s release hosted by <a href="https://thejerusalemfund.org/category/pc">The Palestine Center</a>—a Palestinian advocacy organization based in Washington, D.C.—Mr. Ruebner <a href="https://www.youtube.com/watch?v=hqvfPNDwF70&amp;ab_channel=TheJerusalemFund%26PalestineCenter">accuses</a> Israel of enacting policies similar to apartheid-era South Africa.

Mr. <a href="https://gufaculty360.georgetown.edu/s/contact/0031Q00002Ad6npQAB/josh-ruebner">Josh Ruebner</a> is an adjunct faculty member in the <a href="https://justiceandpeace.georgetown.edu/">Program on Justice and Peace</a> at Georgetown University. According to Georgetown's website, the goal of the Justice and Peace Program is to produce “practically useful scholarships on how to create a more just and peaceful world.” In addition to his teaching roles, Ruebner is a Managing Director for the organization <a href="https://www.ampalestine.org/about-amp/staff">American Muslims for Palestine (AMP)</a>.

Mr. Ruebner has served in the Congressional Research Service (CRS), which provides policy analysis on behalf of committees in both the United States House of Representatives and the United States Senate. As a member of the CRS, Mr. Ruebner co-authored <a href="https://digital.library.unt.edu/ark:/67531/metacrs1535/m1/1/high_res_d/RL30713_2001Jan05.pdf">The Current Palestinian Uprising: Al-Aqsa Intifadah</a>, in which he accuses Israel of disproportionate use of force against Palestinians. Ruebner has also <a href="https://joshruebner.com/jewish-anti-occupation-group-lobbies-u-s/">sponsored</a> congressional staff members on a trip to the West Bank to advocate cutting off economic aid to Israel.

<a href="https://pediatrics.georgetown.edu/reitman/" target="_blank" rel="noopener">Dr. David Reitman</a> is a doctor and Associate Professor in the Department of Pediatrics at <a href="https://www.georgetown.edu/" target="_blank" rel="noopener">Georgetown University</a>. In a leaked lecture, Dr. Reitman advocates for administering puberty-blocking drugs to transition gender-dysphoric minors.
Slides from the lecture delivered to incoming medical students by Dr. Reitman—<a href="https://spectatorworld.com/topic/georgetown-catholic-medical-school-hormone-therapy-minors/" target="_blank" rel="noopener">which were obtained by The Spectator</a>—warn that gender dysphoria is a life-threatening condition that often results in suicide. He maintains the only way to treat the depression of transgender minors is through surgery or hormone replacement to “fix” their bodies.

As the author of “<a href="https://www.harvard.com/book/whiteness_of_wealth/" target="_blank" rel="noopener">The Whiteness of Wealth</a>,” Brown alleges the American tax code was created to prevent black Americans from achieving financial success. As a result, Brown claims that wealth creation was sequestered for white families. 
In 2021, Brown was <a href="https://www.finance.senate.gov/imo/media/doc/Professor%20Dorothy%20Brown%20Testimony.pdf" target="_blank" rel="noopener">invited by the Senate Finance Committee</a> to deliver testimony regarding her research. She stated that America still suffers from systemic racism and the tax law only perpetuates racial inequity. She further alleged that Americans bring their racial identities into their tax codes, as the tax law was written alongside Jim Crow laws to benefit whites. 
“What my research has revealed is that because systemic racism is very real, all American taxpayers bring our racial identities onto our tax returns.”
During an interview with the Rockafeller Foundation, Brown further claimed that only “white wealth” can be built in America.

To alleviate racial inequity, Dr. Brown suggests the following: 
&#8211; Levy a “reparations” tax to repay black Americans for past and present discrimination. 
&#8211; Mandate companies&#8217; self-audit each year in order to ensure they are hiring a proportionate number of employees from each race. 
&#8211; Deny white Americans mortgage exemptions if they do not live in a neighborhood where at least 10% of their neighbors are black. 
During the Q&amp;A section of the interview, Brown laments that she cannot adopt an explicitly “pro-black” tax policy, as the Supreme Court would not uphold it. Rather, she admits that her initial proposals will have to target income levels rather than cater to specific races.

As the author of “<a href="https://www.harvard.com/book/whiteness_of_wealth/" target="_blank" rel="noopener">The Whiteness of Wealth</a>,” Brown alleges the American tax code was created to prevent black Americans from achieving financial success. As a result, Brown claims that wealth creation was sequestered for white families. 

In 2021, Brown was <a href="https://www.finance.senate.gov/imo/media/doc/Professor%20Dorothy%20Brown%20Testimony.pdf" target="_blank" rel="noopener">invited by the Senate Finance Committee</a> to deliver testimony regarding her research. She stated that America still suffers from systemic racism and the tax law only perpetuates racial inequity. She further alleged that Americans bring their racial identities into their tax codes, as the tax law was written alongside Jim Crow laws to benefit whites. 

“What my research has revealed is that because systemic racism is very real, all American taxpayers bring our racial identities onto our tax returns.”

During an interview with the Rockafeller Foundation, Brown further claimed that only “white wealth” can be built in America.

<a href="https://www.youtube.com/watch?v=5bQgVPl9-xg&amp;ab_channel=PoliticsandProse" target="_blank" rel="noopener">In a separate interview</a> with Elie Mystal—who once <a href="https://www.foxnews.com/media/nation-correspondent-elie-mystal-us-constitution-actually-trash" target="_blank" rel="noopener">called the U.S. Constitution “trash”</a>—Brown again affirmed that building wealth is inherently connected to race. Citing college drop-out rates and unemployment amongst blacks, she claimed these and other disparities are proof the tax code exists to benefit white people. 

To alleviate racial inequity, Dr. Brown suggests the following: 

- Levy a “reparations” tax to repay black Americans for past and present discrimination. 

- Mandate companies' self-audit each year in order to ensure they are hiring a proportionate number of employees from each race. 

- Deny white Americans mortgage exemptions if they do not live in a neighborhood where at least 10% of their neighbors are black. 

During the Q&amp;A section of the interview, Brown laments that she cannot adopt an explicitly “pro-black” tax policy, as the Supreme Court would not uphold it. Rather, she admits that her initial proposals will have to target income levels rather than cater to specific races.

Maybe then you won&#8217;t be so insensitive.&#8221; Bernstein has since apologized for the Tweet and has resigned from his position with Georgetown University.
