The University of Toledo is a public research university that enrolls <a href="https://www.utoledo.edu/campus/about/">over 14,000</a> graduate and undergraduate students across more than 300 academic programs. Located in northwest Ohio, the university is roughly two hours west of Cleveland, two-and-a-half hours from Columbus, and one hour south of Detroit.
The university sits just minutes away from Lake Erie, where students can enjoy boating, fishing, and swimming. On campus, students can join one of over <a href="https://www.utoledo.edu/getinvolved/" target="_blank" rel="noopener">450 clubs</a> of rush one of <a href="https://www.utoledo.edu/getinvolved/greek/">35 Greek life</a> organizations.
In February of 2023, the College of Law held a “name change clinic.” According to Campus Reform, the clinic <a href="https://www.campusreform.org/article?id=21272" target="_blank" rel="noopener">assisted students with the legal ramifications of changing genders</a> and even offered free clothes for “transgender and non-binary members.”
Following the threat of legal action, the university was <a href="https://www.thefire.org/news/after-fires-intervention-university-toledo-wont-require-faculty-students-use-chosen-first" target="_blank" rel="noopener">forced to rescind its mandatory pronoun policy</a>. Students would otherwise have been forced to use their peer&#8217;s chosen names “in all communications…in University programs and activities, on University property, or at University sponsored events.”

The University of Toledo receives an “F” grade for Mandated Equity, Inclusion, and Diversity Training for Staff.
All new hires are required to take the &#8220;<a href="https://www.utoledo.edu/offices/internalaudit/institutional-compliance/compliancetraining.html" target="_blank" rel="noopener">Diversity, Inclusion, and Belonging Course,</a>&#8221; which was developed by the company Vector. It is administered by the University&#8217;s Human Resources and Talent Development and Internal Audit and Compliance departments.

Mandated Equity, Inclusion, and Diversity Training for Staff

The University of Toledo receives an “A” grade for not having a Bias Reporting System or a Bias Response Team. Bias Reporting Systems and Response Teams are systems or teams of faculty, staff, and sometimes law enforcement.
According to <a href="https://speechfirst.org/bias-reporting-systems/" target="_blank" rel="noopener">SpeechFirst</a>, students are “encouraged to report ‘bias incidents’ to these boards (or teams) in the name of inclusion and tolerance, but it’s often unclear what the school considers ‘bias’ in the first place. Overly broad or vague definitions of bias put all kinds of speech at risk of being reported – even unpopular speech which is protected by the First Amendment.”

Bias Reporting System or Bias Response Team 

The University of Toledo receives an “A+” grade for the Ratio of Right-Leaning Clubs to Left-Leaning Clubs. Out of a list of 20 clubs (10 from each side),  <a href="https://invonet.utoledo.edu/organizations" target="_blank" rel="noopener">the university</a> has four right-leaning clubs compared to three left-leaning clubs. Young Americans for Freedom, Turning Point USA, Students for Life, and the Federalist Society are the four right-leaning clubs. The Sexuality and Gender Alliance, Students for Justice in Palestine, and White Coats for Black Lives are the three left-leaning clubs.

The University of Toledo receives a “D” grade for In-State Tuition for Illegal Immigrants. According to the <a href="https://www.utoledo.edu/offices/registrar/residency/Immigration.html">Office of the Registrar</a>, DACA students may qualify for Ohio In-State Residency by meeting certain requirements, such as graduating from an Ohio high school, residing within the state for a 12 months, or is a DACA recipient.

In-State Tuition for Illegal Immigrants

The University of Toledo receives a “C” grade for the Amount of Foreign Funding Received. According to <a href="https://sites.ed.gov/foreigngifts/" target="_blank" rel="noopener">College Foreign Gift Reporting</a>, the total amount of foreign funding the university has received is $2,535 per current undergraduate student. Oftentimes, foreign parties will convey their influence by funding certain courses, activities, professors, and organizations on campus. In certain cases, universities must abide by restrictions dictated by foreign parties to receive funding. In addition, there have been <a href="https://www.wsj.com/articles/top-universities-took-billions-in-unreported-foreign-funds-u-s-finds-11603226953" target="_blank" rel="noopener">reports</a> that claim that universities underreport foreign funding. The university has a <a href="https://catalog.utoledo.edu/general-section/university-undergraduate-core-curriculum/courses/" target="_blank" rel="noopener">required</a> &#8220;Diversity of U.S. Culture&#8221; category, which is described as, &#8220;A Diversity of U.S. Culture course includes but is not restricted to, an examination of the economic, political, philosophical, social or artistic life of distinct cultural communities in the United States. Cultural communities may include but are not limited to communities based on race, ethnicity, class, gender, sexual orientation, beliefs and disability.&#8221;

The University of Toledo receives a “C” grade for Boycotting, Divesting, and Sanctioning Israel (BDS). According to the <a href="https://www.jewishvirtuallibrary.org/campus-divestment-resolutions">Jewish Virtual Library</a>, since the start of the 2013-14 school year, the university’s student body has introduced one piece of legislation that would require the university to divest from any Israeli company and from companies that do business with Israel, but it ultimately failed.
Although this piece of legislation failed, introducing this type of legislation often puts a target on Jewish and pro-Israel students and communities, fostering an environment vulnerable to antisemitism.

The University of Toledo receives a “C” grade for Mask and Vaccine Mandates. The university no longer <a href="https://www.utoledo.edu/coronavirus/" target="_blank" rel="noopener">requires</a> that all students be fully vaccinated against COVID-19 or wear masks indoors, but strongly encourages them to do so:
&#8220;The University of Toledo no longer requires COVID-19 vaccines for students or employees.
The University does continue to strongly recommend COVID-19 vaccinations and boosters.&#8221;

Mask and Vaccine Mandates

The University of Toledo receives a “C” grade for the Percent of Students Graduating with STEM Degrees. According to the Integrated Postsecondary Education Data Center (<a href="https://nces.ed.gov/ipeds/use-the-data" target="_blank" rel="noopener">IPEDS</a>), as of 2020, 6.89% of the current undergraduate student population graduate with a Science, Technology, Engineering, or Mathematics (STEM) degree. Across the United States, students who graduate with STEM degrees tend to earn more on average than their other student counterparts.

The University of Toledo receives a “D+” grade for Crime Rates in University City or Town. According to the <a href="https://ucr.fbi.gov/crime-in-the-u.s/2018/crime-in-the-u.s.-2018">Federal Bureau of Investigation</a>, the Toledo, Ohio violent crime rate was 848.29 per 100,000 people in 2018, higher than the 2018 national average of 380.56 per 100,000 people. While campus safety is of utmost importance, it is also pertinent to consider the crime rates of the surrounding town or city as students often tend to venture off campus, especially after their freshman year.

Crime Rates in University City or Town

The University of Toledo receives a “C” grade for Required Western Civilization Courses for Students. While the university does not have a required Western Civilization course or category of courses, its required Arts and Humanities category does list <a href="https://catalog.utoledo.edu/general-section/university-undergraduate-core-curriculum/courses/" target="_blank" rel="noopener">several courses</a> on Western civilization that can be taken to fulfill the requirement. These courses include courses like &#8220;Europe to 1600&#8221; and &#8220;Europe from 1600.&#8221;
