The training focuses on <a href="https://policies.wvu.edu/finalized-bog-rules/bog-governance-rule-1-6-rule" target="_blank" rel="noopener">Rule 1.6</a> which is overseen by the Office of Diversity, Equity, and Inclusion. This rule goes above the usual definition of harassment to include &#8220;name-calling&#8221; as a form of harassment that students can be disciplined for.

West Virginia University receives an “A” grade for not having a Bias Reporting System or a Bias Response Team. Bias Reporting Systems and Response Teams are systems or teams of faculty, staff, and sometimes law enforcement.
According to <a href="https://speechfirst.org/bias-reporting-systems/" target="_blank" rel="noopener">SpeechFirst</a>, students are “encouraged to report ‘bias incidents’ to these boards (or teams) in the name of inclusion and tolerance, but it’s often unclear what the school considers ‘bias’ in the first place. Overly broad or vague definitions of bias put all kinds of speech at risk of being reported – even unpopular speech which is protected by the First Amendment.”

Out of a list of 20 clubs (10 from each side), <a href="https://wvuengage.wvu.edu/organizations" target="_blank" rel="noopener">the university</a> has four right-leaning clubs compared to three left-leaning clubs. Turning Point USA, Mountaineers for Life, Network of Enlightened Women, and Federalist Society are the four right-leaning clubs. West Virginia University receives a “D+” grade for the Amount of Foreign Funding Received. According to <a href="https://sites.ed.gov/foreigngifts/" target="_blank" rel="noopener">College Foreign Gift Reporting</a>, the total amount of foreign funding the university has received is $4,987.95 per current undergraduate student. Oftentimes, foreign parties will convey their influence by funding certain courses, activities, professors, and organizations on campus. In certain cases, universities must abide by restrictions dictated by foreign parties to receive funding. In addition, there have been <a href="https://www.wsj.com/articles/top-universities-took-billions-in-unreported-foreign-funds-u-s-finds-11603226953" target="_blank" rel="noopener">reports</a> that claim that universities underreport foreign funding. The figure above only takes into account reported foreign funding.

According to the <a href="https://www.wvu.edu/covid" target="_blank" rel="noopener">university’s</a> COVID-19 on Campus page, &#8220;WVU strongly encourages, but does not require, everyone to stay optimally protected against COVID-19 by getting their primary vaccine series and staying up to date with a booster dose if they are eligible to receive one.&#8221;
In an <a href="https://wvutoday.wvu.edu/stories/2022/07/27/wvu-provides-updated-covid-19-guidance-for-fall-2022-semester" target="_blank" rel="noopener">update</a> on COVID-19 guidance for the Fall 2022 semester, the university says, &#8220;Masks are not required on WVU campuses but are always welcome.&#8221;

According to the <a href="https://ucr.fbi.gov/crime-in-the-u.s/2018/crime-in-the-u.s.-2018" target="_blank" rel="noopener">Federal Bureau of Investigation</a>, the Morgantown, West Virginia violent crime rate was 265.76 per 100,000 people in 2018, lower than the 2018 national average of 380.56 per 100,000 people. While campus safety is of utmost importance, it is also pertinent to consider the crime rates of the surrounding town or city as students often tend to venture off campus, especially after their freshman year.

West Virginia University receives a “C” grade for Required Western Civilization Courses for Students. While the <a href="https://registrar.wvu.edu/curriculum-catalog/general-education-foundations-gef/2021-2022-gef-courses" target="_blank" rel="noopener">university</a> does not have a required Western Civilization course or category of courses, its required Society and Connections category does list four courses on Western Civilization that can be taken to fulfill the requirement. <a href="https://politicalscience.wvu.edu/people/directory/trisha-phillips" target="_blank" rel="noopener">Dr. Trisha Phillips</a> is an Associate Professor in the Department of Political Science at West Virginia University. According to Dr. Phillips’ faculty profile:
“Her teaching focuses on normative questions in criminal law, public policy, and global affairs. Using active learning techniques, her classes explore the moral limits of the criminal law, the criteria for culpability, the justification of punishment, just war theory, and whether moral obligations transcend geo-political boundaries.”
A West Virginia University community member (“Amy”) reached out to the Professor Watchlist with concerns about Dr. Phillips’ assignments and teaching methods. Amy said as part of a criminal law course, Dr. Phillips assigned students three TED Talks that included racial propaganda:

Amy said she contacted a member of the West Virginia House of Delegates to investigate the legality of funding applied to Phillips’ race-based curriculum but did not receive a favorable response. She also said she’s in contact with a lawyer.
